iTunesBUILDER: Build, Organize, and Sync
The Problem: You want to organize your own playlists for iTunes based on folders that you make yourself. You download a lot of podcasts, mixes, and other miscellany that is best put into your own categorization. You are frequently making changes or downloading new music files.

A Solution: iTunesBUILDER

iTunesBUILDER will recursively go through a folder you point it to and create playlists based on folder names with all music within that folder. iTunesBUILDER does not touch any playlists it didn't create. If you've been using iTunes and organized things previously, it will remain intact. iTunesBUILDER can also kill dead entries in your playlists if you change things around a lot.

Some technical details: This is a Windows only program. It requires iTunes 6.x. Playlist entries are made for the following file types: *.mp3, *.pls, *.m3u, *.m4p, and *.m4a

I haven't tried it myself but it's free so give it a shot!
